Introduction
Lanzhou University Center for Western Environment and Social Development (LUCWESD) is attached to Lanzhou University, P. R. China. The Center is a non-profit organization, focusing on applied research and community-based development.
Our Belief
The harmonious development should equitably meet the livelihood and environmental needs of the vulnerable communities.
Our Mission
Our mission is to explore theories, mechanisms and models for the development of vulnerable communities and the protection of environment based on the theories and methods of Environmental Sociology, applied research, interdisciplinary cooperation, implementation of integrated community-based developmental programs and capacity building for non-profit organizations as well.
Our Focus
The LUCWESD is focusing on the following areas:
1. Community-based disaster risk management (CBDRM).
2. Community-based ecological poverty alleviation
3. The adaptable models of vulnerable communities to climate changes
4. Environment Impact Assessment (EIA) and Social Impact Assessment (SIA) for developmental programs.
5. Research and innovation on environmental policies.
6. Capacity building for non-profit organizations.
Projects Implemented by LUCWESD
Participatory Monitoring and Evaluation (PM&E)
The staff of LUCWESD has rich experience in implementing effective monitoring and evaluation for development projects by using participatory monitoring and evaluation (PM&E) tools and methods. For instance, the Director of the LUCWESD, Dr. Wenguang Ding has been invited by the State Ethnic Minorities Affairs Committee (SEMAC) to conduct a PM&E for ongoing TCC5 World Bank projects in Xinjing Uyghur Autonomous Region (XUAR) and Yunnan province. He has submitted a detailed evaluation report to both the SEMAC and the World Bank based on the evaluation. The Ministry of Commerce has invited Dr. Ding to conduct a need assessment for capacity building programs under the China Culture and Development Partnership Framework (CPR/08/104) supported by both the United Nations and the Spanish government. He has designed and managed over 50 community-based development programs by using PM&E tools and methods in northwestern regions of China such as Gansu and Qinghai from Jan. 2002 to Jan. 2009 when he was a program manager for an INGO in northwestern China, which has laid solid foundation for successful implementation of those projects.
Capacity Building
The development of NGOs in Gansu Province is restricted by its remoteness in geography and poor capacities. Therefore, capacity building is an effective approach to NGO development in Gansu. The LUCWESD is dedicated to capacity building for grassroot NGOs in project management, project monitoring and evaluation, resource mobilization and strategic planning in northwestern China.
Disaster Preparedness
Disasters are often one of the leading causes for poverty in vulnerable communities. Community-based disaster risk management (CBDRM) would be one of the most effective approaches to breaking the vicious circle among poverty, environmental degradation, disasters, to decreasing poverty incidence and to promoting sustainable community development. The LUCWESD focuses on exploring the theories and mechanisms for disaster management, providing underdeveloped regions with sustainable development models and government decision-making departments with basic information. For instance, the LUCWESD successfully implemented a CBDRM project with Anding District Science and Technology Bureau in Dingxi, Gansu province.
Disaster Response
Effective and efficient disaster response is often an available model for mitigating the sufferings of the vulnerable groups after disasters. In order to explore effective urgent disaster response models available for northwestern China, the LUCWESD has cooperated with several influential development organizations to implement dozens of post-disaster relief projects. As a result, cost-effective disaster relief models and mechanisms were explored. For instance, the LUCWESD has successfully implemented a poverty alleviation and disaster mitigation project with support of China Poverty Alleviation Foundation in Jan. 2009
Community-Based Livelihood Improvement and Ecological Rehabilitation
The LUCWESD is dedicated to cooperating with both governmental departments and non-profitable organizations in implementing community-based livelihood improvement and ecological rehabilitation programs in underdeveloped regions in Gansu province so as to explore interconnections among ecological rehabilitation, livelihood improvement, disaster preparedness and mitigation. For instance, with support of Shih Wing Ching Foundation, the LUCWESD has set up a tree-planting demonstration base of 400 mu in the driest hills of the poorest regions in China with local governmental departments including Anding District Science and Technology Bureau and Anding District Forestry Bureau so as to explore ecological rehabilitation models in the central arid zone of Gansu Province. Besides, the LUCWESD is jointly implementing a community-based cow consecutive development project with Anding District Science and Technology Bureau. The project will benefit 180 poor households. The LUCWESD also cooperates with Pingliang Ethnic Minority Affairs Committee in community-based cow consecutive development project so as to benefit 480 poor households within 6 years.
International Exchange and Cooperation
The LUCWESD has reached an agreement with Halmstad University to exchange teachers and students in the following 5 years to improve the center’s research and teaching by conducting environmental sociology research and some other programs.
Women’s Health Education
The LUCWESD has obtained rich experience in women’s health education programs in vulnerable communities in northwestern China. For example, the director of the LUCWESD has successfully implemented two women’s health education programs in Maqu Tibetan County and Dongxiang ethnic minority region of Gansu Province.
Publications
With great effort of the staff of LUCWESD and interdisciplinary cooperation, several books of the LUCWESD hve been published by well-known presses in China. The representative ones in the past 3 years are A Research on Crisis of Natural-Social Environment and Poverty ——A Case Study in Gansu Province (by Science Press, Beijing, 2008), Environmental Policy and Analysis (by Peking University, 2008) and Ecological Projects and Farmers—— A Research on Farmers Based Afforestation Policy (by Lanzhou University, 2006).

参与性监测评估
中心能够应用参与性监测评估的方法和工具对发展项目的效果和影响进行有效的监测评估。例如,中心负责人丁文广博士受聘于国家民委,对其在新疆和云南等地实施的世界银行TCC5项目进行了参与性监测评估,为国家民委和世行实施的TCC5项目的执行情况提供了翔实的评估报告。商务部中国国际经济技术交流中心邀请中心负责人丁文广博士为联合国和西班牙政府资助的“中国文化与发展伙伴关系项目(PR/08/104)”进行能力建设项目评估。丁文广博士于2002年1月-2009年1月在负责国际发展项目期间,先后为甘肃、青海等西北地区的50多个社区综合发展项目进行了参与性监测评估和需求评估,为项目的成功实施奠定了基础。
能力建设
甘肃省地处西北,公益发展机构的管理理念和能力相对滞后,能力建设项目的实施是解决相关问题的有效途径。中心曾为多家公益发展机构举办的能力建设项目提供培训专家,培训的内容包括项目管理、项目监测评估、资源动员及机构战略规划等。
防灾减灾
自然灾害是造成社区贫困的一个重要原因,选择以社区为本的灾害风险管理能够打破贫困—生态环境退化—灾害加剧的恶性循环,从而降低贫困发生率,促进贫困社区的可持续发展。我中心与国内外发展机构合作,通过实施以社区为本的灾害风险管理、气候变化对生计的影响及参与性社区生态扶贫等社区综合发展和应用研究项目,探索减灾防灾的机制和理论,为贫困社区可持续发展提供可借鉴的示范模式,为政府的宏观决策提供参考依据。例如,我中心与甘肃省安定区科技局合作,在安定区成功实施了以社区为本的灾害风险管理项目。
灾后紧急救援
灾后紧急救援是缓解脆弱人群受灾害影响的一个有效模式。为了探索适合西部贫困地区的灾后紧急救援模式,我中心先后与具有影响力的发展机构合作,实施了多个灾后紧急救援项目,探索出了适合贫困社区紧急救援的有效模式和机制。例如,2009年元月,我中心成功实施了―中国扶贫基金会资助的―扶贫赈灾项目。
社区生计改善和生态恢复
中心致力于与甘肃省的各级政府部门和公益发展机构合作,在甘肃省的贫困地区实施生计社区改善项目和生态恢复项目,探索生态恢复、生计改善与防灾减灾之间的内在联系及生态扶贫的有效模式和机制。例如,中心在施永青基金的资助下,与甘肃省安定区科技局、林业局等机构合作,在中国最干旱、最贫困的山区种植了400亩生态公益林示范项目,探索中部干旱区生态恢复的模式;与安定区科技局合作,在安定区内关镇资助180户贫困户发展养牛增收项目;与平凉市民委合作,在崆峒区实施基础母牛滚动发展项目,在未来6年内使480户贫困家庭受益。
国际交流与合作
中心将与瑞典 Halmstad University 等国际高校合作,在今后5年内进行教师和学生交流互换项目和环境社会学方面的研究项目,以提高中心的科研能力和教学水平。
妇女健康教育
中心与国内外发展机构合作,在甘肃省的贫困地区实施妇女健康教育项目,以提高贫困地区妇女的健康水平和自我发展能力。
研究成果出版
中心工作人员通过不懈地努力和跨学科合作,在国家权威出版社出版了《自然-社会环境与贫困危机研究—以甘肃省为例》(科学出版社,2008)、《环境政策与分析》(21世纪全国高等院校环境系列实用规划教材,北京大学出版社,2008)和《生态工程与农民—以农户为本的退耕还林政策研究》(兰州大学出版社,2006)等。 |

2.将社区主导型发展纳入系统化研究和政策倡导领域,推动社区主导型发展主流化;
3.关注中国西部农村地区的清洁能源发展机制和模式;
4.关注气候变化对中国西部农村贫困地区生计的影响。 |
